According to a bulletin released by the Global Engagement Center, the Kremlin has been spreading false information about biological weapons to create doubt in global health institutions and efforts, said Ned Price, the US Department of State’s spokesperson.

The report reveals that Russia has falsely created a disinformation campaign regarding “biological weapons laboratories in Ukraine,” as outlined by Price.

The bulletin lists various methods that Russia uses to disseminate disinformation, including parliamentary commission, Kremlin-funded media outlets, Russian-intelligence linked websites, and Kremlin-selected “experts,” according to Price.

According to the Global Engagement Center report, Lieutenant-General Igor Kirillov, who commands the Biological and Chemical Protection Troops of the Russian Armed Forces, has noticeably stepped up his presence in the media. During his appearances, Kirillov frequently alleges, with no substantiating evidence, that the United States played a role in creating Mpox and COVID, and is actively working on developing biological weapons that can discriminate and target specific ethnic groups.

The US Government is concerned that this false narrative may be a prelude for a false-flag operation  wherein Russia employs biological, chemical, or nuclear weaponry in Ukraine, and subsequently endeavors to attribute it to Ukraine or the United States.

Price noted that these entities work together to inject the information environment with a sustained drip of disinformation narratives to create the illusion of multiple voices echoing one another.

In addition, Price criticized Russia for accusing others of what it is doing itself, citing that “the United States assesses that Russia continues to maintain an offensive biological weapons program in violation of its obligations” under the Biological Weapons Convention.

“We will continue to call out the Kremlin for spreading disinformation, including about biological weapons,” Price declared.
