President Donald Trump announced Wednesday that the United States and NATO have formed a “framework of a future deal” regarding Greenland and the broader Arctic region, following a meeting with NATO Secretary-General Mark Rutte.

Trump announced the development in a post on Truth Social, adding that, based on the discussions, he will not impose tariffs that were scheduled to take effect February 1, 2026.

Based upon a very productive meeting that I have had with the Secretary General of NATO, Mark Rutte, we have formed the framework of a future deal with respect to Greenland and, in fact, the entire Arctic Region,” Trump wrote. He said the outcome, “if consummated,” would be beneficial for the United States and all NATO nations.

Trump said additional discussions are underway concerning what he described as “The Golden Dome” as it pertains to Greenland, without elaborating. He said Vice President JD Vance, Secretary of State Marco Rubio, and special envoy Steve Witkoff will lead negotiations and report directly to him.

Notably absent from the moment: the White House press corps. Officials later said the remarks were unplanned. In the span of a few hours, Trump moved from threats to détente, from confrontation to what he framed as dealmaking.

What remains unanswered — and closely watched — is what this “framework” actually requires, and what it may ultimately demand of NATO. For now, though, European leaders appear to have done the most valuable thing in global politics: bought themselves time.

What we know about the Trump-Rutte meeting?

At a meeting with the NATO secretary-general that lead to the U-turn announcement, Trump was asked to explain a line from his speech hinting that the United States would “remember” if Denmark failed to agree — and what, exactly, that might mean.

His answer? “You’ll have to figure that out for yourself,” Trump said.

As for the Danish foreign minister’s comments earlier in the day on Greenland negotiations, Trump waved them off entirely.

“If he wants to tell me, he can tell me that to my face,” Trump said, making clear who he thought actually mattered. Secretary-General Mark Rutte, he added, was the one worth talking to.

Pressed on whether he saw a price for Greenland that could be considered reasonable, Trump did not rule it out.

“I could see that,” he said. The “real” price, Trump added, was one of “safety and security” — both national and international.
